Help wanted in Deerfield

DEERFIELD — There could be some new faces behind the desks at the town offices in the coming months.

The town is facing three upcoming vacancies in department head positions: town accountant, town clerk/treasurer/collector and town administrator.

Town Accountant Janet Swem handed in her notice to retire two weeks ago. Her resignation takes effect Oct. 15. Doris Bittenbender, who provides data entry assistance to the town accountant, also plans to leave, according to interim Town Administrator Wendy Foxmyn.

Long-time town clerk, treasurer and collector Mary Stokarski is planning to retire in December. And the town will also have to find a permanent town administrator once Foxmyn leaves her temporary post in February.

Foxmyn came on to fill the administrator role temporarily in July when former Town Administrator Bernie Kubiak retired. The Board of Selectmen has asked her to review the town government and give a recommendation on how it could be organized.

Foxmyn, one of the first town administrators in western Massachusetts, has 30 years of experience working in municipal government and regional county agencies.

Part of the town government review is a state Department of Revenue study that will look at the town administrator position in October. Foxmyn expects the study will be completed in November.

“The study will involve input from a number of officials, in addition to the Selectboard and myself, and should result in a position description we can use to move forward in finding a permanent town administrator,” said Foxmyn in her report to the selectmen at Wednesday’s meeting.

Foxmyn said she plans to begin the search process in November and expects the position to be filled by February.

Foxmyn also recommended advertising the accountant position for up to 32 hours per week with a salary range from $36,000 to $44,000 — the minimum to mid-range on the compensation scale. She said she will seek Personnel Board approval to advertise the minimum range.

Foxmyn said she’d like to advertise the accountant job immediately.

The screening process is to be determined.

For the town clerk/treasurer/collector job, Foxmyn said she is meeting with members from that office individually to discuss the work of the office, their skills and current job descriptions. The information will be used to prepare a recommendation for moving forward in filling Stokarski’s position.

All positions will be publicly posted, but it doesn’t bar any current town employees from applying for the open jobs, Foxmyn said.
