Two vie for Northfield administrator job

NORTHFIELD — The search for someone to assume the town’s new, more powerful administrator post has been narrowed to two candidates.

If both candidates are available, the Selectboard will interview them at its next public meeting, at 7 p.m. Tuesday in Town Hall. Deliberation would follow.

Carlotta Pini, former town administrator for Rindge, N.H., and John Sanguinet, former Abington town administrator, are the two finalists.

The Town Administrator Search Committee provided a summary of each candidate’s resume.

Pini holds a master’s degree in business administration from Franklin Pierce College, and a bachelor’s in psychology from Wellesley College.

She played a large role in bringing broadband communications to Rindge and Enfield as vice chairwoman of the New Hampshire Fast Roads initiative. She also worked to bring 24 low- and moderate-income senior apartments to Rindge.

The committee also highlighted Pini’s marketing and negotiating skills, her dedication to local involvement and her role in securing grants.

“Mrs. Pini has been involved in various aspects of town governance, and in our view has an appreciation of the subtleties inherent with a smaller rural community,” the summary reads.

Sanguinet has served as town administrator of Abington, assistant to the town administrator of Truro and assistant to the mayor of Attleboro.

He has a master’s degree in public administration and a bachelor’s in political science, both from Northeastern University.

Sanguinet’s track record includes seven years on the Plymouth Advisory and Finance committees, and working for the Department of Revenue’s division of local services.

While working for Truro, he secured grants and oversaw work on a historical restoration of Town Hall.

The committee felt his experience with municipal financial analysis at the DOR and his “demonstrable ability to develop workable budgets given significant constraints associated with reduced state funding” were of specific interest.

Whomever is selected will step into a more empowered town administrator’s role than that left by Tom Hutcheson last August.

When Hutcheson left, the Town Governance Study Committee asked for the chance to re-tool the position’s job description to give it more authority. The revamped description was approved at town meeting, along with a new pay grade. The new full-time administrator would be paid between $61,287 to $74,875 per year.

The town has been through two interim administrators — Kevin Paicos from September to November, and former Springfield mayor Robert Markel, coming after Paicos took a job out of state.

Markel was not among the 23 applicants for the full-time position.
