To Montague voters from Precinct 2

I am writing to support Joshua (Josh) Lively as a write-in candidate for Town Meeting in Precinct 2. Josh has been the chair of Montague’s Capital Improvements Committee (CIC) for three years, and also serves on the Zoning Board of Appeals (ZBA). On the CIC he is leading the development of a long-term Capital Plan for the Town.

Our Capital Improvements Committee has the almost thankless task of figuring out how to keep our buildings standing and operating safely — typically after decades of deferred maintenance because Town Meeting (understandably) has been reluctant to approve enough funding to thoroughly maintain the buildings.

Meanwhile, state codes governing the repair or replacement of any structure become ever more stringent, and the costs of renovation or new construction become ever more costly. Given limited resources and the changing needs of the community, the questions of how much to invest in any existing building or new facility; when; and in what order of priority, add up to one of the hardest puzzles to solve for a post-industrial town like Montague.

I attend CIC meetings as liaison for the energy committee. Over the years I have seen how Josh navigates thoughtfully and patiently through this complexity. He is fact-based, digs deep into all available information, and continually brings forward the views of all members. He has authored the CIC’s annual reports for the past four years, which can be downloaded here:

I believe Josh Lively’s qualities are what we need in Town Meeting members. Josh served on Town Meeting from Precinct 4, then was no longer on the ballot after moving to Precinct 2. I hope Precinct 2 will bring him back this Tuesday, June 22. Election rules require writing in the person’s full name and street address; in this case: Joshua D. Lively, 194 Turnpike Road.
