PV Squared enters the public sector for solar projects

GREENFIELD — Pioneer Valley PhotoVoltaics has received the certification required to conduct work on public construction projects across Massachusetts, further expanding its mission.

The worker-owned solar design and installation cooperative more commonly known as PV Squared recently got certified by the state Division of Capital Asset Management and Maintenance (DCAMM), which oversees public construction projects and facilities management. The company can now design and install state-funded solar projects, ranging from schools and universities to public facilities and government buildings.

“I think in the past it wasn’t as attractive for us to invest in public-sector work because almost all of the public-sector solar projects were third-party owned in order to access the tax incentives, which were not available to nonprofit entities like public institutions,” said Josh Hilsdon, the company’s commercial design and sales consultant.

He said that following the passage of the Inflation Reduction Act of 2022 “it makes sense for a town or a school or … churches, nonprofits to directly own their own solar arrays, and that direct ownership model is what PV Squared has primarily specialized in.”

Brittany Hathaway, marketing and outreach specialist, said it is a dream come true for society to further embrace solar power.

“It was a rigorous process but we’re in a very celebratory mood, for sure,” she said of getting DCAMM certification. “It’s a relief, and it really celebrates our points of pride, because we want to have an impact in our community beyond just residential and commercial work, so entering the public sector helps us live those values a little bit more. I am so excited at the potential of my children attending public school and the organization that I work for solarizing it.”

Hilsdon said PV Squared worker-owners were often frustrated to see public-entity jobs to go other installers, including some in Franklin and Hampshire counties. He explained DCAMM certification requires proving your company has work of similar scale and providing references from satisfied clients.

“PV Squared is in the game for public-sector solar,” he said inside the company’s 13,608-square-foot warehouse on Wells Street. “And we look forward to rolling our trucks out of our warehouse here in Greenfield, with our local licensed electricians to build projects for any number of public entities.”
