Charlemont Selectboard issues warning on Stagecoach Auto Repair permit renewal

CHARLEMONT — The Selectboard is warning it will not renew the Class II permit for Stagecoach Auto Repair if owner Brian Dupree does not submit a site plan to the Planning Board for review.

A letter signed by the Selectboard on Tuesday reminded Dupree that he was told in January that a Class II permit for 2025 would come with conditions, including continuing to work to address Conservation Commission concerns pertaining to unregistered “junk cars” on Dupree’s 80-acre property on Route 8A that are in close proximity to Mill Brook. The Class II permit allows for the operation of the automotive repair and towing business.

The letter is a continuation of the Selectboard’s yearslong attempt to compel Dupree to remove the more than 200 unregistered vehicles stored on the property.

Although a site plan review with the Planning Board will be required for the 2025 Class II permit, “junk vehicles” are not covered under Class II permits. Dupree has said previously that he submitted an application for a Class III permit more than 10 years ago that would allow for unregistered vehicles on the lot. He was informed two years ago that the permit was not approved and he refused to apply again, since he had already paid the fees for the permit when it was rejected.

In a phone interview on Thursday, Dupree said he will likely need to speak to the Selectboard soon. According to Dupree, Stagecoach Auto Repair is ahead of schedule with the removal of the unregistered vehicles. Conservation Commission Chair Thorne Palmer previously explained that the commission ordered the company to remove 12 vehicles per month.

During a Conservation Commission meeting in July, however, Palmer said Dupree had only removed seven vehicles that month. This prompted, at the Selectboard’s request, a letter asking he remove 19 vehicles in August to stay in compliance with the commission’s mandate.

Dupree said he tries to do as much junk car removal as he can, but he has other work to do and vehicles to repair. Repairing equipment for farmers and other local residents is more of a priority than scrapping junk cars.

“We’ve gotta pay our bills, too,” Dupree said.

Regarding a Class III permit for unregistered vehicles, Dupree maintained Thursday that he followed the correct steps and paid the related fees, and he does not intend to do so again.
